As the Air Force prepared to shut Project Blue Book, Brigadier General Carroll H. Bolender wrote that reports of unidentified flying objects which could affect national security were made through other channels, and were not part of the Blue Book system. Blue Book, in that reading, was a public-facing file, not the whole military intake.
The memo is short. It has been used to argue that the interesting cases never sat in the civilian catalogue. It does not describe those other channels. It does say they existed. The paper is declassified and widely reproduced.
