In 2019 the U.S. Navy stated that it had updated unclassified reporting guidelines for unidentified aerial phenomena. The point, as the service put it, was that pilots should file what they saw. The guidelines did not say the objects were extraterrestrial. They said the reports should exist.
That paper sits behind the later Pentagon videos and the ODNI preliminary assessment. It is procedure, unclassified, and a decision that silence was no longer the rule.
