Qualitative Expert Evaluation and Quantitative Characterization of Official Reports on Alleged Unidentified Aerial Phenomena in France (1970–1979)

Jean-Pierre Rospars examined nearly one thousand procès-verbaux produced by the French Gendarmerie nationale during 1970–1979 and archived at GEIPAN. Each report was coded for content, including witness descriptions, object characteristics, duration, distance, and associated effects. The study provides a statistical characterization of the dataset (shapes, colors, movements, strangeness levels) and a qualitative expert assessment of scientific utility. Most cases lacked sufficient data for firm identification, but the paper notes that the official reporting system yielded structured, contemporaneous accounts from trained observers. It concludes that the archive constitutes a valuable, underutilized resource for scientific study of aerial phenomena while acknowledging limitations in the original data quality for conclusive analysis. No claim of extraterrestrial or extraordinary technology is made; the emphasis is on methodological characterization of the official record.
