The Unidentified Anomalous Phenomena Disclosure Act, introduced by Senate Majority Leader Chuck Schumer and Senator Mike Rounds, was modeled on the JFK Records Act. It would have created a UAP Records Collection at the National Archives and an independent review board with power to release records. The full board did not survive the National Defense Authorization Act negotiations.
What remained in law was narrower: some records provisions, no independent board with subpoena force. The proposed text is still public. It is legislation, not evidence of a craft. It is the clearest recent statement that a part of Congress wanted the paper out of the vault.
