Anonymous and public. Attach a photograph or scan and the desk reads it. If it is not about UFOs, UAP, or alleged entities, it is not filed. Do not include names, addresses, phone numbers, or anything that identifies a private person.

A memo, study, hearing record, FOIA dump, or other public paper about UFOs or UAP. Photograph the pages — the desk reads them. If it is not that subject, it is not filed.
