History and Origin of KONA BLUE

The records trace KONA BLUE to the earlier AAWSAP/AATIP program and describe it as a proposed DHS SAP intended to investigate and potentially reverse-engineer recovered off-world technology and biological material if such items were acquired. Proponents assumed the existence of such material based on prior program work. However, DHS leadership disapproved the program after approximately six months due to insufficient justification, inadequate personnel and budget details, and lack of merit. No funding was provided, no material was ever transferred or analyzed under the program, and it was terminated without becoming an active special access program. AARO's review found that claims linking it to an active cover-up of non-human biologics were not supported; the proposal documents explicitly note that no extraterrestrial craft or bodies were collected and that such material was only assumed to exist.
