History and Origin of KONA BLUE

AARO learned of KONA BLUE through its historical review interviews. The document details that KONA BLUE was a Prospective Special Access Program proposed to Department of Homeland Security leadership but never approved or formally established. It originated from efforts by individuals associated with the earlier AAWSAP/AATIP program after its cancellation. The proposal sought to investigate advanced aerospace vehicles, including potential reverse-engineering of recovered off-world spacecraft, and paranormal research. However, it received no materials, funding, or approval, and no extraterrestrial craft or biologics were ever involved. DHS leadership ultimately rejected it for lacking merit. The report includes the proposal presentation and statements clarifying that claims linking it to an active cover-up of non-human intelligence material were inaccurate.
