COMETA was not a ministry. It was a private association of former French generals, scientists, and police officials, several of them connected to IHEDN. In 1999 it published a report on UFOs that reviewed French GEPAN/SEPRA cases, radar-visual files, and foreign studies, and said the extraterrestrial hypothesis should not be dismissed.
The French government did not adopt the report. GEIPAN, the official civilian desk at CNES, kept a more cautious line. The paper still matters as a rare instance of senior European defence people putting their names on a public UFO study. It is unclassified because it was never classified. It is not an official finding.
