The report states that a persistent narrative claims the U.S. government or a secretive organization has recovered off-world spacecraft and extraterrestrial biological remains since the 1940s, operated reverse-engineering programs, and concealed this from Congress and the public. AARO reviewed all official UAP investigatory efforts, archives, and conducted interviews. It found no empirical evidence that any U.S. government investigation, academic research, or review panel confirmed a UAP as extraterrestrial technology. Specific claims of hidden programs, including one alleged to involve 'non-human biologics' (KONA BLUE), were investigated; KONA BLUE was a proposed but never-approved or funded program. Named programs either did not exist, were misidentified legitimate national security efforts unrelated to extraterrestrials, or were disestablished for lack of merit. A sample claimed to be from an off-world craft was determined to be a manufactured terrestrial alloy. Allegations involving specific individuals, locations, and tests were deemed inaccurate. A former CIA official named in claims signed a statement denying any involvement in movement or experimentation on alleged off-world material.
