The report concludes that AARO found no empirical evidence that the USG or private companies have been reverse-engineering extraterrestrial technology, and no verifiable evidence that any U.S. government investigation, academic-sponsored research, or official review panel has confirmed that any sighting of a UAP represented extraterrestrial technology. All investigative efforts concluded that most sightings were ordinary objects and phenomena resulting from misidentification. Claims involving specific people, locations, and documents related to reverse-engineering of extraterrestrial technology or recovery of non-human biologics were determined to be inaccurate; many traced to misidentified conventional programs or unverified second- and third-hand accounts. KONA BLUE was a proposed but never-approved Prospective Special Access Program originating from AAWSAP/AATIP advocates; it was not established, received no funding or materials, and no non-human biologics were involved. A sample alleged to be from an off-world craft was analyzed and found to be a terrestrial magnesium-zinc-bismuth alloy.
