The proposal, which originated from supporters of the canceled AAWSAP/AATIP program, described plans to investigate, identify, and analyze sensitive materials and technologies including advanced aerospace vehicles. It referenced gathering information from calibrated sources on the location of advanced aerospace technology and biological samples, including records, files, reports, photographs, and physical samples. The document assumed the existence of recovered off-world spacecraft and non-human biologics that required protection in a special access program. However, the proposal was never approved or formally established by DHS leadership; it received no materials, funding, or data, and was terminated after approximately six months due to inadequate justification. AARO's review confirmed no such program operated and no non-human biologics or extraterrestrial craft were transferred.
