Memorandum to Federal Agency Records Officers: Transfer of Publicly Releasable Unidentified Anomalous Phenomena (UAP) Records (AC 04.2025)

The memo requires agencies to transfer digital copies of all qualifying publicly disclosable UAP records (including those public as of the NDAA enactment date) to NARA no later than September 30, 2025, on a rolling basis, with appropriate metadata. It specifies that records with redactions must be transferred in both redacted and unredacted forms. The resulting collection will encompass government records relating to UAP, technologies of unknown origin, and non-human intelligence (or equivalent terms), excluding only temporarily non-attributed objects. Further guidance on classified records is promised in subsequent directives. This establishes the formal archival framework for UAP-related official documents, including any addressing crash-retrieval or biologics claims.
