An Evaluation of Remote Viewing: Research and Applications

The report, prepared by a team including statistician Jessica Utts and psychologist Ray Hyman, found that remote viewing information was vague, ambiguous, and required substantial subjective interpretation. No remote viewing reports had ever been used to guide intelligence operations successfully. It recommended against continued use within the intelligence community, noting that even if a paranormal phenomenon exists, it had not been demonstrated in a way that provided reliable, accurate intelligence value. The evaluation contributed to the program's termination in 1995.
