History and Origin of KONA BLUE

Multiple interviewees described KONA BLUE as a sensitive compartment to protect retrieval and reverse-engineering of non-human biologics and technology. AARO's research traced it to a 2011 proposal originating from the AAWSAP/AATIP program. The proposal was initially approved as a PSAP by DHS Under Secretary for Science and Technology but was disapproved six months later by the DHS Deputy Secretary due to insufficient justification and lack of credible evidence. No materials were ever transferred, and the program was terminated. The documents were declassified and released for transparency, confirming no connection to actual recovery of extraterrestrial biologics.
