The report reviews individual cases, meteorological data, astronomical observations, and technical analyses. It determines that the majority of incidents (approximately 75% in related earlier assessments) had conventional explanations such as balloons, aircraft, meteors, or hoaxes. A small percentage remained unidentified due to insufficient data rather than exotic origins. No physical evidence of recovered craft, occupants, or biologics is mentioned or supported. The authors note that continued publicity could fuel unnecessary public concern and advise scaling back dedicated UFO investigations while maintaining basic reporting channels.
