The documents detail that KONA BLUE originated from the AAWSAP/AATIP effort and was proposed in 2011 to the Department of Homeland Security as a sensitive compartment to protect retrieval and exploitation of alleged 'non-human biologics' and related technology. DHS Under Secretary for Science and Technology initially established it as a Prospective Special Access Program based on claims that relevant material existed. Six months later, the Deputy Secretary of DHS disapproved it as a Special Access Program due to insufficient justification, lack of credible supporting information, personnel, and budget details. The program was terminated immediately, received no funding or materials, and no data or extraterrestrial items were ever transferred or collected under it. AARO's review found the claims of hidden off-world technology or biologics underlying the proposal to be unsupported.
