In January 1953 the CIA convened physicists and engineers, chaired by H. P. Robertson of Caltech, to look at the better flying-saucer cases then held by the Air Force. The panel’s report, later declassified, found no evidence of a direct threat to national security and no proof of extraordinary technology. It worried instead that a flood of reports might clog military channels in a crisis.
The recommended remedy was public education and the debunking of sightings — a media policy, not a research program. Critics still read the paper as the moment official science chose ridicule over study. The document itself is quieter: a short security review, not a cosmology.
