Records from the Office of the Secretary of Defense Relating to Unidentified Anomalous Phenomena, October 1, 2023–2025

The report details AARO's archival research, review of classified programs, and interviews with over two dozen individuals who claimed knowledge of hidden UAP programs. It concludes there is no empirical evidence that any U.S. government investigation, academic research, or review panel has confirmed a UAP sighting as extraterrestrial technology. All cases were attributed to misidentification of ordinary objects or phenomena. Specific claims of crash-retrieval programs, reverse-engineering of off-world craft, and possession of 'non-human biologics' were investigated and found inaccurate; named programs either did not exist, were misidentified sensitive national security efforts unrelated to NHI, or resolved to disestablished non-UAP programs. One sample alleged to be from an extraterrestrial craft was analyzed as a terrestrial magnesium-zinc-bismuth alloy. The report addresses the proposed KONA BLUE program as an unapproved prospective effort based on assumptions of off-world material that was never acquired.
