This document synthesizes the results of an external audit conducted on the SEPRA, the French space agency's unit responsible for studying unidentified aerospace phenomena from 1988 to 2004. It reviews the organization's case investigations, classification system (from A to D based on identifiability), statistical outcomes, and operational effectiveness. The audit found that while many cases were explained as conventional phenomena, a small percentage remained unidentified after analysis, with no evidence of extraterrestrial activity or national security threats identified. Recommendations included improving public communication, archiving cases online, and restructuring the unit into GEIPAN with an emphasis on information sharing and scientific collaboration. The report supports continued modest study of UAP for scientific interest and transparency while confirming the absence of extraordinary defence implications.
