Management of Public Reporting of Unidentified Aerial Phenomena in Canada: Report of the Sky Canada Project

The Sky Canada Project was launched in 2022 by Canada’s Chief Science Advisor to assess current processes for public UAP reporting, identify gaps, and recommend improvements for transparency, combating misinformation, and supporting scientific inquiry and airspace monitoring. The document details that after Project Second Storey in the early 1950s, responsibility for UFO reports shifted to the National Research Council in the 1960s-1990s, which logged non-meteoric sightings and typically attributed them to conventional explanations such as stars, planets, meteors, or aircraft. NRC ceased systematic collection in 1995 and transferred records to Library and Archives Canada. Currently no single federal body systematically collects or analyzes public UAP reports; inquiries are referred to various departments or external groups. The report finds no evidence of secret Canadian programs related to reverse-engineering extraterrestrial technology and states that the vast majority of historical cases had prosaic explanations. It recommends better coordination, public data release where possible, and consideration of a dedicated federal service for UAP data collection and scientific study.
