The documents describe KONA BLUE as a proposed DHS program to investigate advanced aerospace threats, collect oral histories from individuals with knowledge of alleged UAP programs, and potentially receive and reverse-engineer off-world technology and biological samples if acquired. Proponents assumed the existence of such materials based on prior claims. DHS leadership established it briefly as a PSAP but the Deputy Secretary disapproved and terminated it within six months due to inadequate justification, insufficient information on personnel and budget, and lack of merit. No materials, funding, or biological samples were ever received or analyzed under the program. AARO explicitly notes that no extraterrestrial craft or bodies were collected and that the proposal rested on unverified assumptions rather than evidence.
