Project Second Storey – Committee records and reports

Project Second Storey (also referred to as Second Story) was a committee formed under the Defence Research Board in April 1952, involving representatives from the Royal Canadian Air Force, Department of Transport, and National Research Council. Its mandate was to review incoming UFO reports, develop standardized investigation procedures, interview witnesses where feasible, and determine whether the phenomena warranted further scientific or defence attention. Meeting minutes, internal memos, and summary assessments document the committee's work through 1953–1954. The group ultimately found no evidence that the reported objects represented a threat to national security or demonstrated technology beyond contemporary knowledge; most sightings were attributed to conventional explanations or insufficient data. The files were later transferred to Library and Archives Canada and are part of the publicly accessible UFO collection.
