The report states that AARO reviewed classified and unclassified archives, conducted interviews, and partnered with IC and DoD offices. It concludes that no U.S. government investigation, academic research, or review panel has confirmed any UAP sighting as extraterrestrial technology. AARO found no empirical evidence that the USG or private companies have recovered or reverse-engineered off-world spacecraft or biologics. Claims of hidden programs, including those involving specific people, locations, and alleged non-human biologics, were investigated; many programs named by interviewees either do not exist, were misidentified national security programs unrelated to extraterrestrials, or were disestablished without such involvement. It specifically addresses and denies the establishment of a program called KONA BLUE, proposed but never approved or funded to handle alleged non-human biologics. A sample alleged to be from an off-world craft was examined and determined to be a terrestrial manufactured alloy.
